General Membership Meeting 9/20/23

President –
Hiring numbers in October – hearing 8, met with the Chief and Wexler, insuring we have sworn deputies or sergeants at the hiring events.
12 hour shifts are now off the table, numbers didn’t look good for command staff
MOA for Special Assignment’s on Sheriff’s desk. As soon as it’s signed, it will be uploaded for staff to see.
MCSO Worker’s Comp Flow Chart being developed – will be uploaded on the blog/website when complete. Also met with Chief about clarifying body fluid exposure protocols, including inmates refusing blood tests.
Paid Leave Oregon – Almost complete, spoke with county attorney about addendum once completed to be added to our contract.
Our labor law attorney Aruna Masih was selected to the Oregon Supreme Court. Our new attorney, Julie Reading, will be stepping into the role. She previously worked on the OHSU/Legacy Health merger.
Met with Chair and Chief about 2.0. Usual responses, not enough money, no go for it starting.
Bargaining Team – Will begin recruitment later this year. Want to start the process to be fully prepared for the 2025 contract.
Constitution Committee – Will be meeting this fall, continues to address issues within the constitution that have not come up before, such as sudden vacancies and other things. Hope to have the constitution to the membership to vote sometime early next year.
PERS – no, it is not based on the high 5 consecutive years. This proposed bill died in committee. Our attorney’s have assured us that any time it is proposed, it has virtually no hope of passing.
Acting Executive Vice President –
Grievance Committee recruitment will be going out shortly – unsure why this committee was disbanded but hope to have it reinstated.

Grievance Report –
Informally Resolved –
Early in year, a member retired. Staff requested to be able to bid into those posts but were denied. Recently, a staff member was allowed to bid in to those spots. After speaking with command, that member was placed back in their bid posts, not the new posts.
Open –
Deputy currently assigned to floor controls. It has reached the point of almost being punitive. We are now preparing for a grievance to address this issue. Should hear back this week, if we do not receive an acceptable response, we will file.
Resolved –
Retention Bonus – Past practice was it was paid on the pay period of the first. After consulting with attorney’s we accepted the Counties response, due to the time frames extending past what the resolution requested was.
New hire, hired as lateral, but injured during first year. Because of workplace injury, staff member was not eligible for COD course, but at the time no issue was made. Due to new contract, and that it would now have an impact on vacation, we were able to informally resolve this and pending update to records, the member will eligible for the new hire vacation incentive.
Membership Appreciation Meal – Late November to Early December, still searching for a caterer
Treasurer –
Financial Report -
$870k Up $30K from June
New union dues kicked in during August, so we should continue to see the numbers increase as the year goes on.
New CD’s matured, also put more money into a 3 year, 5% CD, better with expectation of lowering interest rates.
Information Officer –
Run Off vote starting this Friday – Using new platform “Election Buddy” – More secure, third party, and more cost effective, plus allows for additional voting options.
Voice coming out this week/early next week. Seeing a large growth of input from other members and E-Board. Continue to solicit staff for any input they wish to give.
New Website should be up and running by end of October or early November. Already have old contracts uploaded. Waiting to hear back from HR about retiree photos and other previous contracts.
West Vice President –
A handful of retirements happening soon, working through the Plaque Key’s we’ve ordered.
Ordered more in expectation of even more of the next few months and into next year.
New printers will be getting installed in the basement to replace the old ones that continue to have issues.
East Vice President –
Still hoping to get the ASW deputy funded/staffed for next year. Seeing more SWUD’s now that MH dorms are at IJ. Also trying to make sure that we aren’t keeping SWUD’s at IJ if it’s causing MOT’s and DC doesn’t have any/many SWUDs.
