Union Issues
FTEP MOU/Pay – MOU forthcoming to approve FTEP Training Deputies in the new unit to receive relief shift pay differential. County does not currently oppose.
Retire/Rehire – Rumor had it that Retired Sgt. Phelps was being rehired to do training unit things (DT instructor, Range Instructor). Confirmed with Command Staff that this was not the case. He is being rehired into an OA role (not the actual retire/rehire program) and thus would not be in any role that are deputy/sgt positions. Also confirmed that any sergeants entering the program would not come back as sergeants, but as deputies, with the same rules as already applied.
Covid Leave – County still follows OHA guidelines for staff working in correctional settings, which is 7 to 10 days off work. There is no budge on providing staff with that time, so it is from their own sick leave.
Sgt’s List – List expires in November. County plans on recalculating the number of needed sergeants, and then running another list. The next list won’t be finalized until probably March at the earliest.
Drug’s at booking – Union brought up amount of drugs being taken off inmates at booking. Wanting to get the numbers out to offset reports of drugs in the jail. Intake Sergeant should be documenting every time staff find drugs/contraband in a report to Lt. Russell. If this is not happening please reach out to the union.
County Issues
Hiring – 6 confirmed, 1 pending for Oct. 30th hire date. 4 pending for the November hire date. 24 currently in backgrounds. 80+ responded to the hiring event invites at IJ. 20ish have already filled out the needed paperwork. They expect between 27-30 to fill it out pre-event.
8 Hour “Mot” – This was brought up again. Still no solid plan in place, or proposal for that matter. Planning and Research ran numbers, said it may work (all staff required to sign up for a single 8 hour shift of OT on a specific day/shift, still mottable though). Union still opposes. CD Reardon said he would have P&R run the numbers again taking into account the number of staff who can’t work MOT’s due to medical or other reasons, with current notes. IF or when the county gets an actual proposal, we will bring it to the membership. Until then, we are trying to stop false rumors from spreading. No deal has been made or even hinted at.
In other OT issues, another MOU is forthcoming regarding the 24 hours in paid status rule. Command staff is agreeable to allowing staff to be in 24 hours of paid status as long as there is 8 hours of time between any 16 hour shifts. This can be done with either TX Off, Vacation, PH, or Comp time, i.e. you come in and work a double on your TX off day would not be allowed (currently this is not). Sick leave CANNOT be used.
Questionnaire – County gave a copy of the Supervisor’s Questionnaire that the LE division uses. Asked for thoughts on using it for special assignments. Union opposed due to uncertain terms of how they would be used and scored. County accepted
Range Quals – Issue brought up alleging that LE gets more range time than Corrections. They get 10 allocated hours per year vs our 8. Per CD Reardon, the extra 2 hours is for Patrol Rifle, its 8 hours of handgun. New policy on range qualifications will go into effect January. We will have range in spring and fall (4 hours each).
Online Training – Staff will be allowed to get up to 2 hours of OT PRIOR to their shift to come in and work on Online Training. This only pertains to staff working at MCIJ or MCDC. NOT those in special assignments. At this time, it is only one 2 hour block allowed.
