Labor-Management

8/22/23

Union Issues

Mots – Asked about disciplinary results after performing 70/80 Mots after first refusals

Facility commanders can dismiss disciplinary issues from MOT’s when it comes back to the facilities. Command would like to make sure that people are submitting documentation about reasons so that any potential IA can be dismissed without action. If you come in for a back half, you are still eligible to be MOT’ed on the other end of your shift. Command "proposed" several ideas about ways to fix MOT's, but nothing concrete. Requested they pull numbers to show what effect any proposal would have. Once they get a written proposal to the E-Board, we will notify the membership before any decision is made.

IJ SWUD – New post, going to look at the possibility of adding the IJ SWUD. Command will pull numbers. Also asked about Swing Shift mental health because its becoming more difficult to get releases and SWUD’s off.

Timekeepers – Timekeepers will return to the facilities, Sgt. Ellertson will be training them. It will be the equivalent of the OIC’s calling OT. They will call VOT, including 7th day 2 shifts ahead. They will call the 7th day as well (sgt/oic will radio the all call). These are civilians. So please be courteous and have patience.

Major Incidents – Requested a meeting to discuss how staff are treated during/after critical incidents. Especially being pushed back in to modules immediately after performing life saving measures. Meeting set with Chief Reardon to figure out a better process that is more uniform

Detox at IJ – Requested that detoxing inmates from DC be flagged by medical to keep them in celled housing so that they don’t get constantly pushed out into open dorms. Going to speak with medical/classification about setting up a system to prevent this. Should be fixed with the new classification system coming in Fall.

Strip/Scan – Getting better direction. New transfers to IJ should get strip/scanned, court house returns should not. Those two types should be kept separate on the busses/tanks.

FTEP – FTEP deputies are not getting reviews done. Working on better oversight of the FTEP program during the transition with Sgt. Taylor.

IAU – Fixing most of the backlog – should see the times shortening.

Work Crew – There will be a “work crew” that does facilities stuff, but will probably be a direct report to East Ops Sergeant. Effective next year, Capt. Morrison will be in charge of laundry/facilities/grounds issues.

County Issues

Hiring – 12 conditional offers out. 9 in September, 3 in October. Plus 1 confirmed for September

New Hiring event in October at MCIJ. Another being planned for April, possibly at MCIJ.

Working on getting retention numbers to see what our gross hiring is.

Still streamlining DOC lateral recruitment. Working on a recruitment video

Academy – 8 going at the end of September. Was 12/13. Next group would be in January, possibly 14 of 15.
