General Membership Meeting Notes - June

President

All signed up for PORAC. They are now our legal representative for any criminal charges. 100% of costs are now covered. Our former attorney is on a much smaller retainer for area knowledge and advice.

Met with Chair Vega-Petersen, since she was attempting to cut our background investigator positions in her new budget. After explaining their role, and how vital is it since we are understaffed and the multiple concerns that stem from that, she agreed (verbally) to fund those positions in her final budget proposal. Also spoke with her about vacant dorms, and the role those can play once we are fully staffed. This includes treatment dorms, the TSI program, and other programs that are alternatives to just incarceration that would get us a piece of the pie that is being carved out of the budget.

26 people applied from the IJ hiring event. We are getting applicants, we are just working on getting them through the process.

Met with PPB’s Union President about joint planning for issues that are impacting both of us. We met with the community about pressing issues (building maintenance failing, being close to capacity, the types of inmates we have). Public education is going to provide us with more leverage with the commissioners.

Also meeting with PPB’s SERT/CNT team to start talks about joint training/networking with plans towards the upcoming elections and how that might impact staff. Hoping that with preplanning and training staff will not be as severely affected.

Hiring board interviews and PHQ are coming back. This is to start weeding out people that are jamming up backgrounds earlier and allowing our solid candidates to actually get through faster.

The board had initial training with the new law firm (locally). Planning on getting stewards training and some more in-depth training for the E-Board (again, staying local).

VMOT/MOT MOA expires July 1st. We are working on extending it. Reardon has agreed, but we are waiting for other parties to weigh in (hopefully should have this posted by the end of the month for extension).

Talking with the DA-Elect Vasquez about insuring that staff assaults are fully prosecuted. He is more LE friendly than DA Schmidt.

 

Executive Vice President

17 open IAU’s, 14 on the West side. 3 on the East.

Selected stewards, may have double coverage on some shifts. Want to make sure they are fully trained prior to command being notified of them so they aren’t being used prematurely.

Training for the stewards is paramount. Once they are trained, we can begin bringing them in to matters. We want the membership trust them.

Membership voted on catered meals. We are going to start vetting and looking at caterers. If you have suggestions, please email the board so we can look at them and add them to the list. Hoping to have one picked by the end of August.

On the East side, VMOT’s were getting kicked back as “worked time” by the timekeeper. Spoke with her supervisor, this should be fixed for now.

2 ongoing grievances – Payroll is working on shift differential audit (some special assignments were not getting shift differential when they were MOT’ed to another shift.) The other grievance is in regards to a trainer being removed without due process.

There is also a demand to bargain the Training Unit changing their process for selecting trainers without consulting with the union. Hoping to build a framework that is more open to the membership and not like the older system that no one really knew how selections were made.


West Vice President

Multiple policies have gone through union/attorney review. We are getting many that get pushed back to the county to fix major issues we have with them. 7 in March, 8 in April, 10 in May.


East Vice President

Big fight in Dorm 11 on Sunday (15-20 inmates). Trying to work with Capt. Morrison about how to handle these bigger events and making sure we are following the most safe practice for members.

Dealing with funded posts not being staff on C-shift, while other non-funded posts are needing to be staffed. Also several times staff are being required to fill multiple spots (escort + checks in units).

MCCDA Constitution is in the final stages, getting sent to attorneys for approval before putting to membership for vote.


Information Officer

New website and old website had a few issues over the past few weeks. Until everything is fixed, any announcements will also be emailed to all members.

Upcoming votes in the near future will include the Constitution revisions, as well as prepping for survey’s this fall for the next Contract.
